@dagb Most EU countries haven't gotten there yet, publishing an actual brochure and all that.
Sweden and Norway have, and at least the Swedish one has a toilet section (page 18). https://rib.msb.se/filer/pdf/30874.pdf
And whatever the crisis or worry, the consumer instinct is first to hoard toilet paper.
