Proposée par l’économiste Gabriel Zucman, elle vise à instaurer un impôt minimal de 2 % sur le patrimoine des ultra-riches, en tenant compte de leurs revenus réels. Cette taxe ne concernerait qu’environ 1 800 foyers parmi les plus riches de France, mais elle permettrait de rapporter jusqu’à 20 milliards d’euros par an, sans jamais toucher la classe moyenne ni les PME. Aujourd’hui, les 0,01 % les plus riches paient proportionnellement moins d’impôts que la majorité des Français. Grâce à l’optimisation fiscale, aux revenus du capital faiblement taxés ou non imposés, ils échappent en grande partie à l’effort collectif. C’est une rupture inacceptable de l’égalité devant l’impôt. Pourquoi cette mesure est essentielle : ✅ Rétablir la justice fiscale : imposer un taux minimal à ceux qui échappent aujourd’hui à l’impôt réel. ✅ 20 milliards d’euros par an : une ressource majeure pour financer les urgences sociales, climatiques et sanitaires. ✅ Seulement 1 800 contribuables concernés : les très grandes fortunes, et elles seules. ✅ Réduction des inégalités : une fiscalité plus progressive, plus transparente, plus morale. ✅ Financement concret des services publics : hôpitaux, écoles, logement, climat, petite enfance, justice, culture… ✅ Rétablir la confiance démocratique : montrer que l’impôt peut être juste, lisible et efficace. ✅ Faire de la France un modèle : ouvrir la voie à une Europe plus équitable. Ce que nous demandons : 1) Le revote immédiat de la taxe Zucman à l’Assemblée et son adoption définitive par le Parlement et le Sénat. 2) La création d’un Observatoire citoyen de la justice fiscale pour veiller à son application et lutter contre les contournements.
