a majority of citizens (52 percent) reported owning property; however, only 38 percent had access to legal documents proving their ownership.« (p. 53)
So, in Gaza under full occupation and "administration" by #Israel, expect nearly two thirds of all Palestinian home, land, or property owners to not even be able to prove their ownership.
